JUST IN FROM THE STATE POLICE 6/11/19

Below is the text from the email and recorded phone message I just received. I don't understand what they are saying. What out of state sellers are they talking about?

Does anyone have any idea how many stolen guns they have found?

"In our continued efforts to identify stolen guns we will be running serial numbers from out of state sellers and providing authorization numbers for all transactions"

Huh?

Would this include retailers like GrabAGun or Bud’s, going through a CT dealer for the Transfer?   I mean, they do the usual call on the transferee of course, so they’d also be running the serial number on a brand-new gun?  Seems like a waste of time. 

What about C&R FFL003 holders buying guns from out-of-state sellers?  How would that even work?

My guess is they want to check the serial when an FFL takes in a gun from an individual from outside of CT.
My second guess is they want CT residents to get an authorization if a transfer of a long gun takes place in another state.

They have been asking for serial numbers for in state transfers as well.

I thought they had been doing this for used guns from out of state for some time now already. Doesn't seem to make much sense for new guns from an out-of-state dealer.
