What's to stop an exempt person from buying a stripped lower and building an other from it. Then why couldn't he then sell this build other to us regular folk?

he could. problem arrises when you have to prove to a cop or procecutor YOU didn't asesemble it. With an FFL's name and emblem on it you are saying they assembled it, not you or your excempt friend. There's a paper trail so to speak that proves you didn't assemble it. Make sense?

I’m sure you’d be fine. I’m not a lawyer. But if a stripped lower is built then sold legally, it should be fine. In my eyes anyway. We all tend to over think things when it comes to these laws. What he said should be good to go. It’s transferred as an “other” on the 4473 stating barrel lengths and such.
Why are you trying to prove to LE that you didn’t build it, when it clearly states that it’s an “other” with x amount of barrel length....
it’s a grey area that hasn’t been tested but I still don’t see why. Others are being sold all over. If someone is exempt, they can legally buy a stripped lower build it and sell it off legally with all the papers, in the form of an other firearm.
That’s my view. I could be wrong. I have been before. But with this, I don’t se an issue.
Again. I’m not a lawyer. But the others transfer over to the buyer as a typical gun.
I’m sure ffls will say no to keep customers coming to them

Should be. As long as it's in that configuration when you get here and it stays in that configuration.
