No, one cannot, at least not in CT, unless that "other" is a virgin (never a rifle) pre-1994, not-named lower.  Because an SBR is a rifle, and a rifle with those features in automatically a CT AW.

But one might be able to turn it into an AOW - essentially an Other, but with an OAL of less than 26".  One might want to do that to put a folding brace on an Other.

DISCLAIMER - This is not comprehensive info.  There are probably other things that can go wrong that I'm not thinking of right now.

All 'Others' must be a pistol configuration or a virgin receiver or in the AR Platform never having been sold as or been designated a rifle. AR platform DO NOT HAVE TO BE 'PREBAN' ! They must be a minimum of 26 inches with the brace in the collapsed position (if you have a extendable brace)
There is no maximum length for the barrels  but they must be at least 12 inches long. They also MUST have a forward grip at all times. If you change your upper to another with the appropriate barrel length at least  12 inches or more, they MUST have that fore-grip or you have created an SBR without the proper tax stamp which is a felony. This is a must even for storing that weapon. Any 'named Assault' types (AKs and variants) are likely to get you in trouble even if they were originally a pistol. !

I know Flatulence's shop carries some of those products or rather can get them.
