Don’t others and AOW’s have to be born from virgin lowers?

Pistols can be made into AOWs.  Just have to pay the taxes and do the proper paperwork.

I keep forgetting AOW’s are a thing. Everyone is so caught up in the “non NFA” craze currently.

Wait. SO if you have a pistol, you can not convert it into an 'other', by adding the 12.5" barrel and foregrip?

Doable, though a pain in the arse.  Complete teardown to bare naked receiver, which turns it into a 'firearm' as per ATF rules.  Then engrave and reg as a new build firearm, pay the excise tax, and rebuild into a CT compliant configuration.  Bureaucratic hoops that we have to jump through.

I'm assuming this wouldn't work to convert a pre-ban rifle into a pistol.

No go with rifles, DDs and MGs.  Once a rifle, always a rifle, and can only be converted to an SBR.  DD and MG stay DD and MG for the rest of their lives even if the DD was converted to fire only .22lr, and the MG converted to only semiauto.

So what ends up being cheaper to the end customer ... an AOW or an Other?

Also, I'd imagine you could probably offer the Stribog at a lower entry level price then some of the other options right now.

Depends on the specific configuration.  If it's a plain vanilla CT conversion, then AOW would generally cost less and offer more advantages.
