Not really/necessarily. That section (see actual wording from the statute below) is talking about "parts". Like having a; pistol grip, forward pistol grip, grenade/flare launcher, flash hider, collapsible stock, etc.

That section of idiotic language is to prevent people from having a pile of parts to put on a frame/receiver that would turn that frame/receiver into an unregistered AW.

Bottom line is an unfinished/stripped/virgin post ban lower still hast to get past the stupid AR-15 copy/duplicates ban language irregardless of what other "parts" one has laying around. And for the record the actual wording of the "parts" sections from the You are not allowed to view links. Register or Login:

(ii) A part or combination of parts designed or intended to convert a firearm into an assault weapon, as defined in subparagraph (A)(i) of this subdivision, or any combination of parts from which an assault weapon, as defined in subparagraph (A)(i) of this subdivision, may be rapidly assembled if those parts are in the possession or under the control of the same person;
....

you are right. I mixed up FFL & SOT. The manufacturer FFL is the 07.
