How/Can you register a pre ban?

I have a pre ban Colt SP1 I would like to SBR.  I understand the ATF requires the firearm registered by the State as an AW?  I have heard so many contradicting bits of info on this subject, hoping there is someone reading this that can provide some guidance.

Can a pre ban be registered?  If so, who do you contact?  If the state rejects is there any risk of confiscation?

If it is banned by name they will not give you a cert. A few months ago I called to get one for a HK SP89 that I was going to purchase to put on a form 1. I was told they were banned and they would not give me a cert. Nor should I even be able to purchase as the transfer would be illegal. They asked who I was looking to buy it from but i declined to give them that info.

It seems like they are interpreting the "banned by name" thing rather narrowly - i.e.
 a Colt AR-15A1 Match would be ok.  Which is not as bad as it could be, I guess.

If you have an exact match to a banned-by-name, then discretion might be the better plan.

In reference to an SP1, some FFLs won't transfer them, as they see them as an "AR15", which is banned by name, not "AR15 SP1", as other FFLs see it.

I feel pretty comfortable with the SP1.  I have a letter from the SLFU unit supervisor stating it is pre ban and not banned by name in 53-202A and therefor complies with 53-202M.

I am sending him a letter regarding registration, will advise when I have some more info.

You can get a cert for an SP1 no problem. I just did one for myself last week.

Call Special Licensing and Firearms Unit at State Police HQ in Middletown. the person who actually knows this stuff is Deirdre C. You want to go when she’s working.

They have two banned by name lists there for rifles. I was told by two FFLs that this so called "letter" they got (yet to be produced or authenticated by any FFL on here or in person / least I have not seen one produced as well as others) was not to transfer any firearm on the original banned by name list, though they include the second as well.

Just got off the phone with Deirdre and I’m heading up to Middletown to register.  Crappy news is I have to register, good news is she said no worries at all!
