L.e training vs. Regular training

Hello all.
 So with some places offering l.e. training how does that training differ from "public" trsining ?
Does l.e start at a higher level and go up from there ?
Is there a difference in tequniques between the 2 groups if people ? Or is tactical training just that, tactical training regardless of the group ?

Rules of engagement are totally different, but tactics are similar.
