So, DPS' website changed, and so did some wording...
« on: February 14, 2012, 09:08:38 PM »
So, I was on my merry way this evening going to print out some paperwork for an upcoming trade when I noticed that my old DPS SFLU bookmark didn't work. I was redirected to a new website, ct.gov/despp. On this new site I noticed that some wording about private sales of firearms changed, specifically the private sale of long guns. From the FAQ:

"I am selling a gun to a friend. How do I do this, and is there any paperwork involved?

If you are selling a long gun, the purchaser must fill out the DPS-67 and wait 14 days before the firearm can be transferred. After the waiting period, the DPS-3 must also be completed. If the purchaser possesses a valid CT. Pistol Permit, Connecticut Hunting License, or is a sworn Police Officer or an active member of the U.S. armed forces, the waiting period and paperwork requirement is waived. In both cases, the seller must keep a copy of all related paperwork for 5 years."

Does this sound like the law changed to anyone else?

I think it did change. I recall that as long as you know the person involved in said sale met all requirements there was no waiting period. Only if purchased from reseller.

Last I checked, all you had to do was make sure they weren't otherwise disqualified from owning a firearm. No waiting period, no papers (on long guns, anyway).

I'd check this out.

Sorry about not including the link. Here it is:

@ sludwinjr. DPS' website used to have a thing saying that no paperwork/wait periods/registration was required, but they "recommended" that you voluntarily register long gun sales.

That's if you're an FFL. Otherwise, there's no wait for rifles in private sales. Paperwork nor a call to the DPS is not necessary on rifles. Ever.

Conflicting information.

Unless this is on the agenda for update as well

Rifles and Shotguns
Sales of long arms between non-licensed dealers, commonly referred to as second hand sales, require no paperwork or notification, however, it is strongly recommended that all firearms be voluntarily registered.  In the event of loss or theft of firearm this will provide easy retrieval of information for insurance or police information and assure return of recovered property. (exception: sales conducted at gun shows require NICS authorization check and transfer paperwork) The only restrictions are the seller may not sell to anyone under 18 years of age, or to anyone the seller knows is prohibited from possessing firearms.

There have been |NO changes to the statutes.  The CSP are up to their old tricks again- "making" laws up to suit themselves.
