I'm trying to figure out what is required when a CT resident (such as me) buys a used car from a private seller that is registered in VT (but the car is physically located in CT), and the car will be registered in CT.

I've looked at the CT and VT DMV web sites for info, but I'm still not sure.

The seller will obviously need to sign over the title to me. Can the seller also sign over the VT registration to me, so that I can drive it with its current plates until it gets registered in CT (and passes emissions and safety checks), or must I get a temporary plate in CT before driving it?

I believe your only option is getting temp plates until it gets inspected and and emissions are done.

If you have a friend who is a registered dealer, and will let you borrow their plate, you can drive it home that way too. Thats what I did when I bought my Mustang from MA.

my wife and i just  sold her car to people from philly.  you need to get a temp plate from the state your transporting from (in this case, VT) and then bring it back to CT and get whatever needs to get done

Last fall, I bought a car in New Haven, but was titled in Florida.  DMV wanted me to get a temp plate.  Instead, the previous owner let me use his plate to drive it home.  I stopped for the emissions test on the way home, and mailed him his plate right back.  No temp tags.  I was lucky in that the previous owner trusted me with his plate.

I've purchased vehicles out of state via Craigslist.  Once with temp plates, but that was a hassle.  More the time limit of 2 weeks to get it emissions compliant (yes, I'm a cheapskate, and some vehicles I buy need work done) and the logistics of getting to the buyer, then returning with the vehicle.  You either have to have a friend drive you, then convoy back, or take some form of public transportation.  It's a hassle. 

If the seller is within 100 miles, I just had the vehicle towed back by AAA.  If beyond that, I just rent a vehicle dolly.  In the last 2 cases, a friendly dealer informed me that the loophole exists where it is a non-functioning spare part being towed back, and hence one can get away with not acquiring a temp.  This gives you time to get it compliant, tested, then registered without the 2 week clock hassling you.  Besides, you need to have the title before you can get the temp anyway, which might necessitate 2 trips.  Once to go look at it / kick the tires, and get the title, come back and get the temp, then go back a 2nd time to fetch the vehicle.  Towing or having it towed back saves on the hassle. 

Note that I depended on the say-so of a dealer, but that information could be erroneous, so if anybody here knows better, I would gladly accept being corrected.

Although, the likelihood of getting caught doing so is small, you did commit a misdemeanor motor vehicle offense (or two) by using the previous owner's marker plate.  It's called Misuse of Marker Plate(s) under CT General Statutes 14-147(c).  If your vehicle was uninsured and unregistered (by you - the new owner) at that time, you also committed the misdemeanor offense of No Insurance 38a-371 and the infraction offense of Operating an Unregistered Motor Vehicle 14-12(a)*. 

If you're going to offer advice, you just want to make sure that it is good legal advice.

Also bad legal advice....only full-time employees at a car dealership could use a dealer plate on a personal vehicle.  That dealer could get fined and lose his issued dealer plates if DMV found out.
