So can you add a pistol grip and folding stock and detachable mags to an old Chinese SKS?

The moment you modify it to take detachable mags, it falls under the CT AWB restrictions.

First you need to ask if it's preban. Then, if it's made before 94 it only has to comply with 922r and the CTAWB doesn't take effect. If it was made after 94 it must comply with both.

      Not planning to do this, but I am trying to understand this " preban" BS. In 1993, I wrote and phoned legislators during the failed effort to stop the CT AWB. Back then, although it was obvious that the bill was flawed, the definition was somewhat more clear. It now appears that they are "making it up as they go along". If you have a "preban" gun with the proscribed number of "evil" features, and do not have a certificate of possession, you could have a problem in your future. All it would take is a "clarification" by the Attorney General (currently George Jepsen, a sponsor of the original bill) and those guns would become contraband.

53-202m covers this.  You don't need a cert unless you had a weapon that was banned by name.

The AG deals with civil law, so these statutes really don't have much to do with him.

Yes, if it was made prior to Sept. 94 and is not banned by name you can add whatever "evil features" you want. Like CTBuilder said the certificate only refers yo guns banned by name, these has to be registered with the state by 2001(i think that's the year)
