The removal of those downward facing cutouts helps reduce the kicking up of dirt/sand/dust. However, if the muzzle is close to the ground, there is no way to completely eliminate such effect. Even a bare muzzle without any brake or flash suppressor will kick up loose ground. The reduction is significant though, specially up close, compared to a flash suppressor that retains those downward facing cutouts.
The care about noise part comes in when you're in a line with 10 other people side to side during a rifle course and somebody is running a loud as heck compensator next to your head.I'll be sure to select my equipment so it dosn't disturb the other guy rather than what is the most effective for me. Or, perhaps I'll just move over next to someone with a can.
